It is with deep sadness that we announce the passing of Raymond Ellis Matney, a devoted husband, father, grandfather, veteran, public servant, and friend, whose life was defined by service, dedication, and love for his family and community.
Raymond was born on December 6, 1946 in Detroit, Michigan, son of the late Ralph and Anne Matney. He was preceded in death by his parents and brother, Ralph L. Matney, Jr. At the age of nine, his family relocated to a farm in Speedwell, Virginia, where he developed the strong work ethic, values, and love of the Southwest Virginia mountains that would remain with him throughout his life.
He was a member of the Rural Retreat High School class of 1965. After graduation, he served in the United States Air Force from 1965-1969, attaining the rank of staff sergeant and serving in Vietnam.
On August 12, 1966, Raymond married the love of his life, the former Nancy Jones. Together they shared sixty years of marriage, building a life centered on faith, family, and community.
Following his military service, he earned an Associate’s Degree from Wytheville Community College. For more than forty years, he faithfully served as the first Town Manager of Rural Retreat, dedicating his life to the betterment of the community he loved so deeply. Raymond’s vision, leadership, and tireless efforts helped shape Rural Retreat into a stronger and better place. Beyond his love for family and church, his greatest passion was serving his hometown and improving the quality of life for its citizens.
A man of faith, he was a devoted member of Rural Retreat United Methodist Church, serving in various leadership roles and as a member of the choir. His commitment to service extended through numerous civic and community organizations. He was a longtime member of the Rural Retreat Volunteer Fire Department, a 55-year member and past commander of American Legion Post 229, member of the VFW, a Master Mason of Mount Airy Lodge AF & AM #226, and a Shriner. Through the American Red Cross, he proudly donated over 20 gallons of blood. He also served as a board member of Project Crossroads and the Mount Rogers Planning District Commission. As a founding member of the Green Mountain Hunters, Raymond cherished the many years of fellowship, friendship, and memories shared with that special group.
Above all else, he treasured his family. He is survived by his beloved wife, Nancy Jones Matney; his daughters, Renae Cregger and husband Cecil, Ralynda Blankenship and husband Joey, and Raeanne Harr and husband Andy, all of Rural Retreat; and his sister, Shirley Caudill of Bland.
He was the proud and loving Grandy of five treasured grandchildren: Catherine Cregger, Joleigh Blankenship, Andrew Harr, Jace Blankenship, and Annie Harr, each of whom held a special place in his heart and dearly loved him in return.
He is also survived by many beloved nieces, nephews, cousins, and special friends.
His legacy of service, integrity, faith, and love will continue to live on through the family he cherished, the community he faithfully served, and the countless lives he touched. He will be deeply missed and forever remembered.
The family will receive friends from 5-8 pm on Friday July 17, 2026 at Lindsey Funeral Home in Rural Retreat. The service of Masonic Rites will follow the visitation. A celebration of life will be held on Saturday July 18, 2026 at 11 am at Rural Retreat United Methodist Church with interment to follow at Mountain View Cemetery. Military honors will be conducted by the United States Air Force and American Legion Post 229.
In lieu of flowers, the family requests memorial gifts to be made to Rural Retreat United Methodist Church or the Rural Retreat Volunteer Fire Department.
