Ruby Caroline Payne, age 89, of Rural Retreat, VA, passed away Tuesday, June 18, 2019. She was born June 11, 1930 in West Virginia, daughter of the late Daniel and Perlina Dean Poe.

She was preceded in death by her husband, Elbert Payne; son, Elmer Edward Ross; grandson, Joe Ross; brothers, Jim, Earl, Elmer, Norman and Joe Poe.

Survivors include her sister, Opal Chapp of Chicago, IL; nephew, Patrick Poe and wife Ardella of Rocky Gap, VA; one grandchild.

There will be no services. Highland Bland Funeral Chapel, Bland, VA is serving the family.
